In the articles of confederation, how were congress's powers undermined?

Because the colonists were afraid of a powerful (big) government (having just left a one behind in England!) they gave the government very little power in the articles of confederation out of fear. One major example is the fact that Congress was not given the right to tax citizens. As a result, the government couldn't pay it's bills or really function economically speaking.
