Can you fail your CDL road test for driving too slow?

I was taking my road test, ped in all areas. But was told by DMV that I could not get my license because I was driving too slow. The tester took me out in lunch hour traffic, therefore i could not go any faster or slower than the traffic conditions allowed me to.
