Should a person have life experience before being considered an adult?

I read that the brain frontal lobe matures at age 25 and the life expectancy is increasing and they are making products so that people can avoid menopause and aging things.The brain needs to mature before a person should be called an "Adult" but childhood and status as a minor should extend from 18 and 21 agree?
